REQUEST FOR PROPOSAL

The Jefferson County Board of Health is seeking proposals for a contracted sanitarian position to improve the health and quality of life of the people of Jefferson County by protecting the public from health hazards and environmental contamination and enforcing the County’s obligations under Iowa Administrative Code chapter 69. The primary purpose of this position involves the inspection and certification of wastewater treatment, wells, septic tanks, and businesses serving the residents of Jefferson County. The specified duties of this contractor will be designated by the Board of Health, but will involve the following:

  • Implementation, administration and enforcement of State and Local environmental health regulations
  • Issuance, administration, and revocation of relevant environmental health licenses to specifically include septic and well permits
  • Organization and reporting of all environmental health information as required to State or Federal agencies
  • Create and maintain environmental health response plans in the event of disaster
  • Inspection of pools, spas, and swimming pools as required by State and Local law
  • Perform septic system inspections, including time of transfer inspections, in accord with Iowa Administrative Code chapter 69
  • Investigate reports of violations of environmental health regulations

Contractor shall be, and at all times during the contractual period maintain, all required educational, and licenses and certifications set forth in Iowa Administrative Code chapter 69.

Parties interested in submitting a proposal for provision of environmental services should submit a proposal to the Jefferson County Board of Health prior to 4:30PM CST on September 23, 2024.

Proposals should contain at minimum the following:

  • Name of party proposing contract
  • Educational attainment and certifications/licensure of proposed contractor
  • Insurance and bond status of contractor
  • Cost for services rendered set forth on an annual basis
  • Proposed start date of contract

Proposals can be submitted in paper form by delivering to the Jefferson County Public Health office at 200 W. Briggs Ave in Fairfield, IA or by emailing to the Chair of the Jefferson County Board of Health at xraydirl69@gmail.com.
